When statistical declaration of goods is necessary
The statistical declaration is executed exclusively electronically by the importer/exporter or on his/her behalf by the customs representative and is submitted for registration to Minsk Central Customs 24 hours a day. Its form is uniform, but in case of export of goods from the Republic of Kazakhstan to the Republic of Belarus there are special requirements. Import statistical declaration is submitted to the customs authority no later than 7 working days from the moment of receipt of goods, and export – no later than the 10th day of the month following the reporting month.
The statistical declaration must contain the following information: list of goods with individual codes, net weight, country of origin, gross weight, additional data on the units of measurement in accordance with the code of the HS of the EAEU of the goods. When exporting goods from the territory of the Republic of Belarus, the registration number of the declaration under which it was issued is also indicated.
The total value of goods under one foreign trade contract under one or several facts of shipment must be equal to 3000 euros or more.
However, at the discretion of the resident, a statistical declaration may be submitted in respect of shipments of goods whose total value under one foreign trade contract is equivalent to an amount less than 3000 euros.
What documents will be needed for a statistical customs declaration
In order for the customs statistical declaration to be complete and legitimate, the following documents will be required to be included in the statistical declaration:
Confirmation of the registration of the transaction, issued upon request at a banking institution.
Foreign trade contract and its annexes.
Invoices indicating the country of origin of the goods. If the counterparty is registered in Russia, a universal-transfer document may be required.
Waybills – both commodity and shipping invoices.
Certificates of shipment of goods from warehouses, in which all accompanying information is indicated.
Any documents confirming the origin of the goods – for example, quality passports or certificates of conformity.
Packing lists (if any).
If an error has been made in the invoice, it should be corrected in the original document.
For goods from the Republic of Kazakhstan: a shipping document containing information about the goods, their quantity, information about the payment of import duties at the rate of the CCT of the EAEU, as well as information from the goods accounting system of the Republic of Kazakhstan.
