Customs carrier

When a customs carrier is needed:
For transportation of any uncharged goods to a specified point for subsequent customs clearance;
for transportation of goods to a point where customs clearance can be carried out;
if the cost of customs clearance of goods exceeds the amount of TIR-carnet coverage;
when a special state duty is required.
The duties of a customs carrier also include:
filling out and executing documents;
escorting cargo – in this case, no convoying is required;
delivery of goods as part of a grouped cargo to different PTOs;
transportation of non-cleared goods from one bonded warehouse to another.

Is it possible to grant a power of attorney without a seal (if, for example, a business entity by order has determined the right to work without a seal or it is an individual entrepreneur who does not have a seal)?
Yes, it is possible. But, according to Russian law, this document must be notarized. The notary verifies the powers of the person issuing the power of attorney and certifies the signature of the signatory.
According to Clause 1 of Article 185 of the Civil Code of the Russian Federation, a power of attorney is a written authorization issued by one person to another person or other persons for representation before third parties.

Can a power of attorney be granted if it is signed by an acting director (who performs his duties on the basis of the Articles of Association)?
In accordance with Article 185 of the Civil Code of the Russian Federation, if the power of attorney is signed not by the general director (director), but by a person having the powers of the director or acting director, a copy of the document confirming these powers (power of attorney, order) must be provided.

4.11 The Forwarder shall prepare invoices and acts of rendering services electronically, sign them with an electronic digital signature (hereinafter referred to as EDS) and send them to the Customer, who is a legal entity or an individual entrepreneur, by means of the information system “Electronic Documents and Waybills”, which can be accessed by the Customer using the Internet resource www.edn.by (EDiN).
4.12 The Parties hereby agree that the acceptance of the services rendered by the Forwarder shall be carried out by means of execution of the Act on rendering services, drawn up by the Forwarder alone, in accordance with the Resolution of the Ministry of Finance of the Republic of Belarus dated 12.02.2018 No. 13 “On sole drawing up of primary accounting documents”. The acts confirming the provision of services under the Contract shall be drawn up by the Forwarder alone and shall have legal force. The services shall be deemed rendered and accepted for the amount specified in the Acts of rendering the services drawn up by the Forwarder alone”.
4.13 If the Client has reasonable objections to the services rendered by the Forwarder, the Client undertakes to inform the Forwarder thereof in writing by sending objections to the Forwarder’s e-mail (scanned document) not later than 5 (five) working days from the date of receipt of the Acts of rendering services from the Forwarder. The Forwarder shall consider the Customer’s objections within 5 (five) working days from the date of their receipt and shall provide the Customer with an answer to the objections. If the Customer fails to submit motivated objections to the services rendered by the Forwarder within the term specified in this clause, the services shall be deemed accepted without objections.
