Customs carrier services from Belarus
The service of a customs carrier may be required for transportation from Belarus to Russia (customs clearance points in the Moscow region). Transportation under customs control will be of interest to companies that import products/goods to the Russian Federation through the territory of Belarus by road transport with transshipment/reloading at a customs warehouse.
The cargo arriving in Belarus is placed in a bonded warehouse. The goods will remain in the warehouse under customs control until the goods are released into free circulation, i.e. until the owner has cleared the goods.
Transactions involving the transfer of rights (e.g., for sale) to goods stored in a bonded warehouse are inadmissible/prohibited. This requirement is established by paragraph 2 of Article 87 of the Law on Customs Regulation of the Republic of Belarus “With respect to all or part of the goods temporarily stored in a temporary storage warehouse, except for goods for personal use, transactions involving the transfer of the rights of possession, use and (or) disposal of these goods may be made if the rights of possession, use and (or) disposal of the goods are transferred to a person for the export of these goods from the customs territory of the EEU, as well as in other cases established by the Government of the Republic of Belarus.
